1997 Acura Integra Timing Chain/Belt and Engine

We were driving on the freeway and a zzzzzzz sound like the engine just lost power and the engine wound down and we coasted to the side of the freeway. Enginer cranks but won't start. I think it might be the timing chain/belt, maybe coil or? What is a sure test for the timing belt? If it broke does it mean automatic interior engine damage. What is the best method to determine?

You can pull off the top timing belt cover and observe the belt itself or you can turn the engine over while observing the valves through the oil fill hole. If they do not move the belt is gone. Chances are that if the belt went there is damage to the head in the way of bent or broken valves, etc.
