Air conditioner problem

Air conditioner is a single control system. It is blowing cool on passenger side vents but warm on driver's side and center vents. Mechanic says it is only has one actuator so is ruling that out. Any ideas?

Actually it has two actuators and half the system is run by vacuum, check for a vacuum leak or the vacuum motor in picture is not opening door for ip vent.
