Is the fan on these cars supposed to come on once the A/C is on? Or only after it is needed if the car overheats? Doesn't overheat at all and when cold A/C is cold but after leaving it idle for few minutes the fan comes on high for 2 seconds and shuts off, compressor clutch engaged. When the fan kicks on I feel the A/C cold for few seconds.

First you will need to get pressure readings from the A/C system with a gauge set. The fan should kick on when the high pressure side of the system reaches a predetermined pressure to bring the pressure down, which in turn will keep the temperature out of the vents cool. You could possibly have a pressure switch issue or an issue related to the Freon level, the first step to verify this is with a gauge set.
