If the actuators are working, then I will need to know the high and low side pressures of the system. Additionally, I need to know the outside temperatures when the pressures are read.
Here is a link that shows what is needed to access those pressures. It is called an AC manifold gauge set. In the link, they are being used to demonstrate how to vacuum and recharge a system. In your case, I just need to know the pressures.

The reason I need the pressures is simple. If the actuators are allowing air to enter the vehicle correctly, then the evaporator (which is under the dash) isn't cold. That can be caused by several things. If I knew the pressures, I could tell you if there is something wrong with the system. If it was working correctly the evaporator would be cold, and if the actuators are working correctly, you should be getting cold air pushed into the vehicle..
