A/C clutch not engaging and belt not spinning

Clutch will not engage. I’m extremely low on Freon and suspect that’s the cause. Until today the belt and pulley would still spin with the A/C on. Now it’ll only spin when A/C is off. The pulley and clutch can spin by hand. Not sure what would cause the pulley to do this.

Low Freon levels will prevent the compressor from engaging. However, I'm not sure I understand what is now happening. Do you mean when the AC is on, the pulley stops turning as well as the belt?
