Injectors not firing?

My 1991 Chevy S10 Tahoe's injectors are not firing, and I still do not know the cause. So far, I've replaced the ignition control module, fuel pump/relays/tank/filter, throttle body, and every fuse possible in the truck. I have also checked my injector connectors using a Noid light and both are good. My next best guess would be the ECM, ignition coil and/or a wiring issue with the distributor. What are some possible reasons that in still getting no fuel?

I have seen the injector short out causing the injector driver inside the PCM to lock up and not produce a pulse. You can be sure by doing an OHMs test across the injector windings. it should be about .20 ohms, or you can disconnect one of the injectors at a time to see if the pulse returns. We should run the codes as well.
