Upon cranking it continues to turn over when you let go of the key(in the run position). Radio takes a minute to to come on. Then service stabilitrak control light comes on then reduced engine power is displayed on vehicle information center RPMs will not go over 3,000. When I turn off the engine it keeps running then sputters before shutting off and a strong smell of gasoline comes from under the hood?

Hello,

It sounds like you have two problems first I would load test the battery and check the cable connection here are two guides to help with that.

https://www.2carpros.com/articles/car-battery-load-test

and

For the limp mode poor running I would start with a tune up including servicing the throttle bore. Here are two guides for that as well.

https://www.2carpros.com/articles/how-to-tune-up-a-car-engine

and

https://www.2carpros.com/articles/throttle-actuator-service

Please run down these guides and report back.
