Shifts in park without key ignition brake pedal depressed?

My 22 year old grandson was able to get the parts but doesn't know how to install

Hello,

It sounds like you are talking about the shift interlock solenoid.
The purpose of that solenoid is to prevent shift out of park without the brake pedal being depressed.

In order to replace that solenoid, the steering column need to be removed.
