When the vehicle ignition is in the on position, both brake lights (not running lights) dont come on, even with the brake light switch replaced?

If the third brake light works then the switch is not the issue. If that is the case then the TIPM is the issue.
Please see below for the wiring diagram that will help with what we need to test.

I also attached the process for replacing the TIPM as I suspect this is the issue.
