2007 Toyota RAV4 changing the engine.

Dear,

I have changed the engine of my car which is Rav 4 but when we put the new engine the car does not work or it works for 3 seconds. What should I do after installing the new engine.
I hope you can resolve my problem as soon as you can.

You need to check if everything had been reconnected correctly. Start with a check for trouble codes.

I would ask you about what do you mean by trouble codes.
Now, someone told me that it needs to reprogram its computer.
Is that real I have to reprogram it after I change the engine.

No, changing engine do not require reprogramming, only changing the engine computer needs reprogramming.
