My car wont start radio says locked

THE RADIO DISPLAY SAYS "LOCKED" ALL THE LIGHTS ARE FLASHING AND THE LOCKS ARE JUMPING UP THE DOWN. THE HEADLIGHTS WONT TURN OFF. How can I fix this. The lights not turning off drained the battery. I unhooked the battery completely to try and reset the system, recharged it and I am still having the problem.

IT sounds like the security has it locked down. Turn the key on and let it in the run position for about 10 minuted to see if it will start. This is a bypass technique. If that works, it is the security system. At that point, I would recommend having the system scanned to see where the problem is coming.
