My Urvan is consuming fuel at a scary rate

My 2006 E25 ZD30 engined Urvan is consuming diesel at a scary rate, I have asked for advice and told to change filters more regularly I change my filters at every 2500kms but its not helping im averaging 7km to 1ltr diesel, how can I get the fuel pump retarded to lean?

At that high mileage I would expect lower compression and poor performance does it have a turbo?
