Truck won't start

I have a 2005 GMC Sierra small block V-8 2WD which won't start. I get a click followed by a crackling type sound that appears to be coming from the steering column or dashboard. All the lights & radio work fine & I've installed a new battery with no change. What is wrong?

No crank at all/nothing/nada when key is engage to starting position

Could be the starter, starter relay, /park and neutral switch and ignition switch assuming the battery and connections are good.

I'm pretty sure it's not the starter as the noise is coming from the steering column or dashboard and not the starter.
