Interior and exterior lights and radio will not.

Sounds like you either have a door pin switch (in the door latch) go bad keeping the lights on or the GEM module is acting up. Now the Expedition is known to have windshield leaks on the drivers side getting on the GEM module and making it malfunction. As for now starting check the fuses first otherwise could be starter relay or loss of power to the starter due to the alarm system. Let me know what find and how comfortable you are with doing some testing with a digital multi meter.
