Why does it idle up but will not idle down.

05 dodge 3500 5.9 diesel idle up but won't idle down. The only way it will idle down is to turn off engine and restart. Installed new injectors but didn't help.

Since turning engine off and restarting changes the idling speed, it should be a control problem and without any trouble codes, you would need to plug in a scan tool to monitor the various sensors and check if they are working within specifications.
