2005 Chevrolet Malibu obdii communication error

I went to get my 2005 malibu inspected. They couldn't get my obdii to communicate so they wouldn't pass it. I have no problems or check engine lights on. I have checked fuses and the obdii orange wire connector for battery voltage and they seemed fine. What else can I do

Check the BCM fuse in the underhood fuse block. It is fuse #20 which is a 30A fuse.

The BCM (Body Control Module) is behind/under the glove box on top of the blower motor. If the fuse is good, unplug the BCM, inspect its connector and reconnect it [makiing sure it has a good connection]. If all these checks are OK let me know. There is still one or two things to check before saying the BCM is bad.

I have the same problem with my daughter's 2005 Malibu. Previous owner said they had the same problem from new and had to take it to a certain mechanic to get it read. Could it actually be the type of equipment being used? I've checked the fuses and the BCM and everything is good. What else do you suggest?
