Sluggish?

I noticed today my 2004 Toyota Corolla 106k was not acting as it should. First I had it on cruise today at 40mph and noticed it surging once in awhile, then the rpms would decrease, at one point the mph went from 40 to 45 on its own. Then tonight I took it for a drive on the freeway without cruise. Had it up to 70mph but the rpms were only between 2.5 and 3 and usually at that speed the are at 4 or more. Seemed sluggish. And at 20 to 30 mph the rpms were at one. Something in my gut says something is not right. Did not hear any noises, no check engine lights on. Is it just me?

When on cuise control, a slight variation might occur depending on road gradient and wind conditions so it is nothing to worry about. The slight surge could be the lock-up clutch engaging or disengaging at that time.

When cruising, the rpm should be between 2.5 to 3k rpm. At more than 4k rpm, that would mean the transmission has not shifted to OD yet.

I don't think there is anything wrong at the moment.
