2004 Kia Spectra car died and won't start

This is a 2004 kia spectra with about 130,000 miles on it. Never have had any problems before. What happened: while driving the dash accessories/instrument panel lights faded out, radio shut off, then speedometer needle went crazy. The car then died and will not start. It does make a terrible loud fast clicking noise when I try to start it. The battery and engine is good, and it has oil. All fluid levels are good. Could this be a fuse/electrical problem? If so (or not) how can I fix this? I very much appreciate any help that can be offered. Thank you kindly.

Check battery condition and load test first. Then have someone try to start car, hit starter body with hammer and if starts starter is probably bad. Or it could be bad solenoid on starter as well
