While trying to remove the air compressor in my 3.7L 04 Jeep Liberty, one of the bolts seems to have become attached to the threaded sleeve on the right side of the old compressor. What's the best way remove a bolt in this situation?

It's hard for me to tell much, without being able to look at it? Is the sleeve trying to come out? Can you hold the sleeve with a pair of pliers or vicegrips? Sometimes, putting outward pressure on the bolt while your trying to unscrew, helps.

Spray some rust penetrant and allow to soak. Slowly tighten back the bolt slightly and then looses. Repeat tightening and loosening motion till the bolt frees up. While doing above motion, try to slowly turn out more than you tighten so the bolt is slowly being removed.

Some heat might help.
