2004 Ford F-150 RPMs fluctuate

While driving at a constant speed usually around 25 mph the rpm while jump up and down just had the control runner changed due to a p02004 code though this would cure the problem it did not what else can it be?

Try cleaning throttle plate on both sides and iac hole with choke cleaner then check items in pic likeair ducts having holes in them broken grommets on eng, bad air filter etc.
