I have a 2004 Cadillac CTS that has to have the instrument cluster replaced.I purchased one off ebay, can this be reprogrammed for my car.

After I had a transmission speed sensor put in, the speedometer and RPM gauge still weren't working properly so I took to a transmission shop and they put it on their diagnostics and all sorts of codes came up. Cruise control, rpm sensor, speedometer sensors, etc. So I called the Cadillac dealership and immediately after telling them problems. Its the 'instrument cluster'

So, now my question is, "can I reprogram a used cluster or will I have to have buy one from the dealership and have them program it or can they re-program a used one? Is my mileage stored in the cluster or in the car's computer? Or can my current instrument cluster be repaired and reprogrammed?

Dealer will replace with new only. As far as a used one, bad idea. It may or may not be able to be re programed and if it does not you have spent a lot of money for nothing.

There are companies that will repair your cluster. It takes about 5-8 business days to do. Take it to a shop that will be able to do this for you.
