2003 Saturn L300 Won't idle down

I have a 03 Saturn L300 just replaced the ECM. Completed the relearn for it but it won't idle below 3500RPM.
I have replaced throttle body and accelerator petal and tried to relearn them but same problem. The only code I have is PO1780. Any suggestions?

So is the throttle plate open its idling that high?If not you have a big vacuum leak somewhere.

Also how did you learn the ecm and the new throttle body? Also your sure you only have the code p1780?
