Loud whistleing

I own a 2003 Jeep Wrangler X W/4.0L It is making a loud, high pitch whistling sound. After starting it and driving just a few minutes it will start to make the sound regardless of it being cold or warm out. The noise stops when in a higher gear and I apply more gas, when I let up on the peddle the noise returns. Also at an idle if I reeve the engine it stops, then when rpm's return to normal it returns also. I had the alternator replaced july 2010, The throttle position sensor was replaced september 2010, between this time and november 2010 is when the noise began. Other then the noise my car runs tip top.

Does it sound like a belt screetch?

Yes a little, but I forgot to mention I also had the serpentine belt replace about a month ago because I thought that was the problem.

Check the idle air control valve on the throttle body. Also a bad bearing in any of the pulleys will make noise, so remove belt and spin pulleys by hand, if there is any binding or roughness is felt, replace bearing especially the ac pulley.
