Cranks but does not start

Cranks many many times but will not start. However, after many attempts it will eventually start. Camshaft sensor, battery, engine temperature sensor, ignition coil packs, neutral/ park safety switch plugs and wires all have been changed. ECU has been checked no problem(s) found. When the vehicle does start it functions fine, no stuttering, no cutting off etc.
This vehicle has the original G16b engine but was rebuilt in 2017.

Hello,

This could be a problem with your vehicle's Idle Air Control[IAC] valve. In the diagrams down below I have included the instructions for testing the IAC on your vehicle. You will need to be able to use a Digital Multi-meter [DMM] to do these tests. here is a link below, if needed, explaining how to use one:
