Engine sputters then surges

I have a Taurus. When first engaging car, car feels like it is going to shut off, (spits and sputters for a few seconds, then once it gets going, it is fine). Then while sitting with at a stop, with foot on brake, car surges, sometimes feels like it is going to take off even when brakes are engaged. I am not sure if one thing has anything to do with the other. Plugs and wires are both new as well as the coil. I have asked several mechanics, and have been told that is just an issue with this year, and model, but no one can tell me how to fix. Or where to even begin with diagnosing. Someone said something about the torque converter? But everything that I read about that, this does not really sound like the issue.

Any help would be greatly appreciated.

This stuff you may able to do yourself, scan for codes first- auto parts does for free. then check fuel pressure with a gauge auto parts rent it or maybe do it for you. See link if not. then get some choke cleaner and clean throttle plate on both sides and IAC hole on throttle body. that is on engine where air duct connects from air cleaner. get back to us with codes or low fuel pressure 30-45 psi key on only see link.
