2002 Saturn SL1 Horn issues

I have a 2002 Saturn SL1. The horn does not want to work. If I take out the relay and put it back in, it will work for a few times, then I just hear a clicking sound instead of the horn, when it is pressed. Also, my cigarette lighter blows the fuse when I plug in the lighter, but works fine with my GPS & cell chargers, in case it is relevant. Any advice would be greatly appreciated!

Those two are different fuse's but for the lighter fuse you could have a bad cig element I have seen them blow the fuse. As far your horn goes so when you press the horn button you can hear the horn relay clicking in the under hood fuse box?Doe you have a multimeter or test light to trace the problem down?
