I cant seem to figure out how to take the cap off so I can add oil. My owners manual tell me what it look like and where its located but it fails to specify how to remove the cap.

You should be able to just turn it to the left and unscrew it. And then screw it back on by turning it to the right.

Try gently tapping on it with a small hammer, or try turning it with a large pair of vise grips or channel locks these are a very common problem, so common that they make a special tool that you put on the cap and then insert a ratchet into. Most parts stores will stock new ones because it is so common for them to brake. Try the tapping thing and see how that works.
