Temperature displaying cold

Just bought a honda stream 2001, but it seems to be running cold with the temp. Gauge not rising above a quarter of the display and dropping to almost nothing when coasting down hill and taking my foot off the accelerator. This can't be normal can it. What could be the problem? Can it be expensive?

Check and test the thermostat and coolant temperature sensor

Your car has no problem running cold the only problem is when your car is hot the engine will spark and burst if hot but if its cold its good because the engine and coolant engine is meant to be cold because moat car engines are meant to be cooled down. Please if this was helpful thanks.
