I just replaced the altenator on my 1999 Ford Escort ZX2. It's a rebuilt with 85000 miles. I've got the fanbelt in the correct position but, where is the tension release/tighten on this model?

The tension is adjusted by the automatic tensioner. No manual adjustment is possible. The tensioner most time must be replaced when it fails.
Good luck and let us know. :)

It is located in the center of the triangle created by the power steering pump (top), AC compressor (bottom), and the Water pump.

The serpentine belt keeps coming off. I have replaced tensioner, water pump and idler pulley but it continues to come off. It's really bad when it rains.

Are you sure the belt is the correct one? Also, do all the pullies line up? Is there anything leaking that could be getting on the belt?

belt fell off of my car while pulling into work yesterday. power steering locked up and battery light came on. replaced tensioner which seemed to be bad, replaced the belt. drove approx 30 miles same problem occured. the belt appears fine. what is making this happen

The tensioner was indeed the most likely suspect. Next, look at where the belt is riding on each pulley in relation to the others. If you see it peeking out to the side when you look straight down from on top, either that pulley or the one right before it is tipped or turned.

How do you relplace the belt, i.e. relieve the tension?

Belt tensioner is spring loaded and all you have to do is push it away from the belt enough so you can remove the belt
