Acting like its not getting fuel but has 40psi at the rail

Truck acts like its outta gas, I have 40 psi turn of the key at the rail new filter new pump acts like injectors arent opening why?

Check if the injectors are pulsing-use a noid lite to check it-

Ok thanks like I have a noid lite lol but thanks saw a previous question on here same problem as mine so gonna try that too
