Driving car and it shut down. All lights came on. Would not jump start. Towed to local mechanic. Removed sepentine belt. Says engine is locked up. Oil level good and clean. No leaks. Am I missing something.

Sounds like an internal failure. Was there any noise prior to shutting down? Did he remove the plugs and see if there was water or fuel locking the motor up in the cylinders?

Ask him to look into it further before you decide to replace the motor.
