I just got my timing belt and water pump fix but now when I turn on the front defroster you can feel the fan stop for about 2-3 seconds and then it kicks on. When it does this the car feels like it is going to stop and it jump a litte but when I use the heater it works fine what is going on.

Sounds like the ac compressor is loading up the motor giving you this sensation. In defrost, the ac is turned on for humidity control. It is not activated with the heater.

Which fan? The inside blower or outside cooling?

The inside blower works fine with the heater, but with the defroster it stops working for a few seconds and then it starts up so I would think its the outside cooling.

It sounds like a failing motor. I would replace it.

Would that be the blower moter, and would there be anything else that would effect the defroster and not the heater

As I told you, the ac compressor is loading up the motor. That is normal. Only works in the defrost mode, not the heater mode.
