When I turn the key to the on position it begins to click in the glove box and from the fuse box in the engine compartment. I turn the key to start the engine and it clicks once under the car then starts clicking again from the glove box. It does have a new battery

Sounds like you have loose or dirty battery cable connections. What happens to the brightness of the head lights or dome light when you try to crank the engine?

Yes it does the lights dim when I try to start also I have to wait for the clicking to stop and the instrument cluster to come on before it will try and crank then it clicks once and no power when I try and start it.

The two most common places to cause problems are where the smaller red positive battery cable bolts to the under-hood fuse box and the smaller black negative wire bolts to the body. Shine those terminals up with some sandpaper and be sure the nuts are tight.
