2000 Chrysler Town and Country Alarm system

What I believe to be the alarm system locking us wont let the van start. It will start for 10 secs three times and then nothing will happen. Replaced the pcm and instrument cluster checked to see if its the key but the key doesn't have a chip.

Black also when I try to unlock the doors with the key the drivers door unlocks but the passengers side it wont even turn

Unfornately we need to scan the vechile with a professional scan tool that can read all the computers and there codes. That way we can see what are starting point is with the security light staying on and the engine not starting.

Who scanned it?What kind of scan tool was it?Most ofthe sscan tools out there like the auto parts stores use to read codes and the diyer scan tools only read engine and transmission codes.

So a basic code reader?If so they Cant read all the computers and there codes. Only engine and transmission.
