I replaced fuel filter on 99 Jetta

I replaced fuel filter on 99 jetta. Car turned on fine. I turned it off then tried to start it and it not not even turn over over or the ignition will not engage.

Check battrey terminals to make sure they are clean and tight. Check to see if the starter is getting power.

Yes. I have tried diconecting the batt. Letting it rest for 5 mn. It tries to turn over but after I try to re start it has the same problem.
