The horn began to go off randomly

I have an early 99 jetta ( so its basically a 98) that has a unique issue. The horn began to go off randomly so for a quick fix to get home I removed the fuse. However I noticed a clicking noise when I would turn the wheel it sounds like an electric click of a circuit opening and closing. Now when I start the car it makes a strange noise that is like an extended clicking/whining that resembles a problem with the starter. Any ideas you have would be greatly appreciated

I would say that the slip ring in the steering wheel is earthing out, the click will be the relay, if it is airbag system, this must be done by a dealer.
