1999 Toyota Camry Cooling fan ussue

My problem is simple: the cooling fan comes on when the key is in the off position. When the car is on or is running, the cooling fans trip off. In other words, the cooling cycle is completely reversed. I am assuming that it must be a fan aensor, and that is what I decider for. The evening.

Check your cooling fan relays under hood then check the sensor.

Sorry I screwed up here, have it scanned for codes it may be one of the modules are keeping the fans on or relay bad. The sensor even if bad shouldn't make it run with car off.
