1991 Toyota Camry Radiator & Condenser Cooling fans

When I turn the car off, both electric cooling fans continue to run at full speed. I am assuming the Radiator cooling fan relay may be bad since obviously the fans work and the fuse is good. I pulled the relay and the radiator fan stopped but the condenser fan still runs and I can't find a relay for that fan.

Hours after the car was completely cooled down, I put the fuse back in and both fans went directly to full speed. I have to pull the fuses for both fans to get them to turn off.

Why would BOTH fans keep running at full speed?
My thoughts are the relays or the temp sensor but don't know why the temp sensor would send a signal with no power turned on in the car.

There may be a short powering up the relays. There are two fusible links that are hot all the time regardless of ignition on or off. There are three relays see pics. The first one may be powering the other two.
