Issues with restarting my 1999 Mercury Sable

I have a 1999 mercury sable It starts and runs good in the morning idles @ about 1k rpm @ idle rund drive great but once I shut it off at store or something it wont restart for sometimes 30 minutes or so it does turn over freely and one time It actually stayed putting if I held the gas peddle down what could be my corporate? Also I just changed fuel filter no change in problems?

WHen it doesn't start, switch the EEC relay (under the hood in the relay block) with another relay that has the same part number. If that doesn't help, check to see which is missing when it doesn't start, spark or fuel then focus on that circuit.
