What is the fuel pump voltage in the 99 Cougar 2.5L V6

Wondering if the fuel pump should be getting 6 volts or 12 volts to run it

It takes 12 volts to power it then drops due to it running

When I checked the boot with my voltage meter it was only getting 6 volts is this because it needs to be fully connected to get full power or is there something that can prevent it from getting power

Voltage drop -check at the fuel pump relay

I went through and pulled every relay one by one in the car to look for a voltage change and had nothing the voltage on the meter stayed at 6 volts

Power the fuel pump direct from the battery and tell me what happened
