"in my 99 windstar the instrument cluster do not work and the ac also and singnel light dont wwork no power window no radio"

Check the power distribution block under the hood for loose wires or blown fuses. Also, check for loose or broken body grounds. If everything is good, you may want to check the ignition switch to make sure it is working properly.
