Is there a way to test a starter relay?

For the past month when you turned the key dash lights would come on but it wouldn't crank. If you played with the alarm & locks sometimes it would start, but now it want start. When you turn the key on the relay clicks.

You supply all the inputs it requires and see if it energizes the output.

Then you probably shouldn't be attempting to diagnose an electrical issue. I can't teach you electrical diagnostics in a forum. I suggest you have a professional look at it.
