Taurus Sho won't start

I have a 99 Taurus Sho that won't start, it just whines, not turning over when I try to start it. It needs a new trans and I drove it for a while when it would only go into 2nd, not sure if this has anything to do with the starting issue, any ideas?

Turning over is starter action. Are you saying it cranks good but won't start, or it won't even crank?

If it won't even crank, pull the starter and have it tested. Some of the national brand autostores will test it for you. If the starter spins but doesn't engage flywheel, possible starter issue, also, check flywheel teeth.
