Gasoline gage stuck at 1/4

The gasoline gage is always at 1/4, I changed the floter and the cluster and it hasnt changed. We have the fuel pump out on empty and it still says 1/4. We moved the floter to 1/2 and it says its full. Does anyone know whats going on?

Sounds like you have a bad cluster, this has to be tested with a scan tool and your clustermay have to be rebuilt

Get a scan done to check for trouble codes which might help if any are found.
