1500 Silverado

1500 Silverado. My transmission is having issues shifting between gears (mainly 1st-2nd). It acts as if there's not enough fluid and the engine just kind of revs until I back off the gas. After I let off the gas and the engine decelerates it finally will kick into gear. Yes I checked the fluid level and it's fine. Once in gear there's no problem. Not sure if this means a new transmission or if a torque converter might be a possibility. Any ideas? Thanks in advance.

First drain the trans fluid and change the filter. Then put clean fluid back in. The filter may be clogged and only circulates so much that it works at a slower speed.
