steering feels loose and sloppy wanders. already replaced upper and lower ball joints. cure?

This could be a number of things, but we need to start with checking the steering and suspension to find out if there are other loose components.
We need to focus on the tie rods first. Here is a guide that will help with this:

However, I suspect you are going to have an issue with the steering gear.
Please run through this info as I included the info on how to adjust the gear to ensure it is not "loose"
