Heater control valve or control cable. Junkyard item(s).

The valve is brand new and the cable is connected to the valve. Could the cable have come off?

Yes, it could have come off the selector shaft behind the dash. You should be able to access the back of it by removing the side panels, which are secured to the main console with 1 or 2 screws or friction pins.

Less likely, but still possible, is the portion of the temperature control lever behind the dash has broken.
