I have a 98 ford explorer 4x4 6 clinder engine that makes a whining sound when coasting over 40 mph and also does it going down hill with foot off the gas. What could this be. Transmission shifts fine.

Could be a bad pinion bearing in the rear differential.

The sound is coming from more like the transfer case not the rear.

Ok, then you may have a bearing failure in the case itself. Get it checked to verify at a shop and get a bid.
