1998 Ford Crown Victoria my car dont start

I have a crown vic 1998 my car was driving fine I was going to go to the store my car didnt turn on I open my hood I try to turn it on all I hear was I think the starter but the crazy thing is the band didnt move when trying to start it they told me the motor was locked so I took off the band I move the balancer it was fine I checked if the other pullys were locked but they were fine so what is it that my car doent start plz help I need the car for work thank you for your time

If the starter won't crank, check the starter wiring circuit for voltage. One wire is battery voltage, hot all the time. The other wire goes hot when the starter relay is energized. To check for voltage use a test lite. Any testing at the starter make sure tranny is in park or neutral and the parking brake is set.
