98 Doge Intrepid wont start

I have a 1998 Dodge Intrepid, won't start but if I put the jump box to it, it will start? Just put a new starter in as well as a new battery. If I disconnect the jump box and try to start again, will not start.

What jump box are you talking about is it a relay or what?

It is a jump box to start the car, I tried the shut down relay and it didn't work.

When I jump the car it will start and run, if I shut it off and try to start with out the jump box nothing. No lights nothing.
